Polar Stereographic Surrogate Header

Update surrogate tool for polar stereogrphic output:

Change

The project description in the current tool is not compatible with SMOKE. The three fields after the "meters" field are also in the wrong order. For this projection, the "1.0000" needs to go first.

Update link for downloading GOES data

The data/sat/README file and the Raster Tools documentation do not have the correct link for the GOES data:

The GOES data tool processes the Geostationary Operational Environmental Satellite (GOES) data downloaded from the Earth System Science Center (ESSC) at the University of Alabama in Huntsville. The GOES data web site is http://satdas.nsstc.nasa.gov/.

Find the correct link and update the documentation.

Update Release Package Name

Help me understand why the release package is called sa_052014_02092016.tar.gz

Why do we have two dates? If there is not a compelling reason, I suggest we change this release package name to sa_020916, including in the top level directory within the archive. This convention should be used moving forward.

Update Link for MODIS L2 Data

Update the link in the Raster Tools documentation for the MODIS Level 2 Cloud/Aerosol Products Tool (Section 4.2).

Update Earth Radius in Release Scripts

The earth radius needs to be updated in all release scripts to:

OUTPUT_FILE_ELLIPSOID,"+a=6370000.0,+b=6370000.0”

The vector scripts have the ellipsoid set to 6370997. This needs to be updated in the new release ASAP.

BELD4SMK Missing

Add final BELD4SMK package into spatial allocator distribution.

NLCD Data

Note the issue with unzipping NLCD data on Linux systems. Need to unzip with 7zip.

Update reference data using new software

Recreate all output reference data in the release package using the new codes.

Line Surrogate Calculation Bug

Line surrogates for both gridded and polygon output surrogates do not work when there is a county with a hole in the middle, i.e. donut hole. The surrogate fractions in these cases calculate to be > 1.0 because the intersection with the outer part of the county is not being resolved correctly. The work around is to use the normalization tool to get the surrogates to add to 1.0. Note this issue in the release notes

DBF2ASC

The 32 bit program dbf2asc doesn't work in the current release.
