NET 6 Build of CDEWIN throws this error when left idle.

Dirty hack is to delete the temp folder.

As it stands now, the ExploreAlt will set a TotalCmder shell as the runtime when not configured.
This will explode when a user does not have this.
Prefer not setting this at at all, and consider disabling the ExploreAlt when not set.

Wire up tests to run in the pipeline.

Remove the V3 structure migration code, there is no desire to maintain it moving forward.
If a user has old catalogs they can continue to migrate using v2 which does have the code.

Issue

Running CDE SCAN without a path throws an error.

Expected

Return a nicer error informing of the mandatory parameter.

Setup a github workflow for build, consider decommissioning the devops build pipeline once done.
