FPS Capped

after I did the fps tweak my fps was capped to my monitors refresh rate. how can I fix this? I usually play on 180 fps

Everytime i open the file it says We do not recommend using the program at this point due to most issues with capped fps.

I tried it AMD IT ACCTUALLY LOWERD MY FPS BUT LOWER DELAY BUT NOW ITS CAPPED AT MYT MONITORS HZ?

What exactly does it do to my computer? And is there any way to un do the change other than a restore point?
