i'll have a look at this for you :) i have an idea what maybe causing it
from jquery.cookiebar.

are you calling it with the default
$.cookieBar();
or are you applying it to your own div? if your applying it to your own div you need the div hidden by default like so
<div id="yourbar" style="display: none;">hai</div>
commited a fix if your calling via $.cookieBar();
from jquery.cookiebar.
