maybe this could be an option - just thinking people might use the cookiebar for things other then cookielaw (think browser incompatibility warnings) ?

I personally think keep it as one thing. Keep this soley for the cookie law. Make it as simple as to install so people can just plug it in and forget it. Don't make them think about configuring it.

still be nice to be able to disable depending how thorough you want to be, i'd say this could be the default behaviour? then disable it if you want?

Yup. Go with least intrusive yet compliant. This is why the plugin exists, for people to be compliant very easily. Then add options in to display until clicked etc.
