Right now, islands (i.e. multiple connected components) can't be handled.

Outline of solution:

1. Join the nearest connected components by a pseudo-edge between their nearest blocks.
2. If everything is now connected, finish, else back to 1.

As to whatever a "pseudo edge" is, I can imagine two cases which must be managed:

1. An Alaska case, where you have a large mainland and a few relatively unpopulated islands, which might as well be connected by a real edge of weight 1.
2. A Hawai'ian case, where we ideally don't have districts spanning multiple large islands.

Borders can be made much more uniform by doing further processing on the m > s1 case.

Smolod only handles one CC.
