create configuration for bino application for apply multiople languages. Current only portuguses language is supported. I think that we can use https://github.com/nicksnyder/go-i18n

Context

As we discussed, the first feature we want to add on Bino is to make information regarding mentors available.

We want users to be able to list all mentors and see their availabity schedule and focused areas.

Our initial proposal for the commands is:
