This would also apply to problem statement #2 - having a digital police record automatically flagged for inconsistencies with dash/cam video analytics - key to this is getting the arrest record addressed and changed before it is in the system - at the time the police officer turns it in.

I really like this idea. Its critical that the solution developed seeks to build a complete picture, including officers that respond well in high-pressure, high-stakes situations. How about the officers that are able to successfully de-escalate situations? As you said David, the goal is making "a true picture of the real overall conditions available." Its critical that the solution does not have bias against police officers embedded also, as in, assuming the police officer will respond with abuse of power or excess use of force.
And tying to problem statement 2, @BchanceIBM, gathering and comparing data from a variety of sources and different angles can help build a more complete picture to compare against any potentially falsified accounts.
