Yet another ped spawner with interactions like button press, target

• Spawns ped when in range and despawns when not in range
• Creates Interactions like target, button press if provided in config
• Add ped tasks like animations, scenario, props
• Alter states like freezing ped, blocking ped events, making it invincible
• Do Custom actions on ped spawn and despawn
