fix Sean's dotfiles about peru HOT 3 CLOSED

ok i figured this out. YouCompleteMe has a ton of subrepos (well it has 3, but those have subrepos of their own). if you look in the log() function, you see that we always log self.url. that's why it appears we're fetching YouCompleteMe 10 times, when we're actually fetching its transitive dependencies. the reason we're hitting this '### is not a tree' error is that for subrepos, we fail to do the already_has_rev() check that we do for the main repo. in the main repo, if a rev is not present, we do a fetch. for these subrepo modules, I forgot that logic. so, recursive subrepo fetching works the first time, because everything is getting cloned fresh. but after we do a reup, these clones are getting stale. we're looking for a commit hash that's newer than the clone, and it appears that it doesn't exist, because we never tell these clones to fetch.
