RecoverCompact and SignCompact should use btcec types.

These functions currently work with ecdsa.PublicKey and ecdsa.PrivateKey, respectively. Since this package also provides additional functionality for public and private keys by casting them to their own types, these functions should make use of them as well.

Optimize ScalarBaseMult

ScalarBaseMult can be significantly accelerated by making use of the fact it is multiplying by a fixed point that is known at compile time. See section 3.3.2 of Guide to Elliptic Curve Cryptography - Hankerson, Menezes, Vanstone for details.

Currently ScalarBaseMult simply calls ScalarMult which can make no such assumptions.

Optimize ScalarMult with NAF + Windowing

Currently ScalarMult is performed using the basic left-to-right binary point multiplication algorithm. Thus, it can be accelerated by making use of non-adjacent form (NAF) and windowing. See the NAF and Window sub-sections in section 3.3.1 of Guide to Elliptic Curve Cryptography - Hankerson, Menezes, Vanstone for details.

Make use of the secp256k1 endormorphism

The sec256k1 curve has an efficiently computable endomorphism which can be used to speed up the scalar point multiplications. See section 3.5 of Guide to Elliptic Curve Cryptography - Hankerson, Menezes, Vanstone for details.

btcec should be modified to make use of the endomorphism for further speedup.
