Hello,
I made a pull request for the first part of the issue. Moved from Module::Info to Module::Extract::Use. Actually tests run much more faster. If module doesn't builds but has use Module::One;
code in it Module::Extract::Use will add Module::One
to the prereq. But I think its correct behavior because use test is another type of tests.
As for the second part of the issue to force declare core modules too. I think it should be other function like prereq_with_core_ok
or option because it could brake backward compatibility. I can make another pull request for it.
