It seems that the current node proxy is not working well with docker next to docker, aka parent docker. Furthermore, OS-X users are not able to use the proxy at all. I don't have a OS-X by hand, so if anyone want to help here, please jump in.

Short update, the Galaxy team is planning to use uwsgi as proxy soon, so the external dependency will go away.
