(gulp-cli) Support installing with background service enabled

gulp-cli package installs a global npm package. When using background service this will be installed global for the user under which the agent service runs and therefore won't be available for the user installing the tool.

After switching to background service, uninstalling the package also no longer will uninstall previous versions of the node module installed with a different user.

AppVeyor install silent disappears

The bower package is the only one I have tested with, but I assume the problem exists with the others...

I ran into this problem on AppVeyor, using its pre-installed nodejs, where cinst bower is installing into C:\Users\appveyor\AppData\Roaming\npm\ for builds of branches, with C:\Users\appveyor\AppData\Roaming\npm in the registry HKEY_CURRENT_USER\Environment key PATH. But when I create a pull request, bower installs correctly however it has disappeared.
My guess is that AppVeyor is attempting some sort of security, likely due to their paying customers. I'm doing a test run now to find out what is in the registry, etc, for these pull requests. It will appear at https://ci.appveyor.com/project/coala/package-manager/builds/25148080 (it is blocked atm)

It is expected that choco installs are system wide, not user specific.

I see the chocolateyInstall.ps1 is doing npm install -g bower , so this isnt a 'bug' in the choco package, but the installer also isnt emitting an error or warning, and I am pretty sure we can fix that.

(ssis-vs2019) Document prerequisites and add required dependencies

The SSIS extension has the following requirements:

  • Visual Studio core editor
  • SQL Server Data Tools
  • .NET Framework 4 targeting pack
  • .NET Framework 4.5 targeting pack
  • .NET Framework 4.6 targeting pack

This should be mentioned in the package description or added as a dependency if possible (eg. .NET Framework 4.6 targeting pack)

Detect if npm is installed

We should check if npm is installed and throw an appropriate error message if not letting the user know what he needs to do.

Replace RawGit

RawGit will stop its service. We should use an alternative for the icon of all packages
