Currently Shamir Secret Sharing is used. There's an attack scenario where one recipient out of two is malicious. There is a legitimate 2-out-of-2 ciphertext C1. If they submit a crafted ciphertext C2 with the same encrypted share, the other recipient might decrypt it and reveal their share for C1, allowing the malicious recipient to decrypt C1. We should use some form of VSS.
