Currently the digest function for the CAS is fixed as SHA1, and the default DigestFunction selected by bazel's runtime is SHA256. Add the following to your .bazelrc as a workaround:
startup --host_jvm_args=-Dbazel.DigestFunction=SHA1
I'll be putting up a task and hopefully a change soon to support selectable digest functions per instance, and make the default SHA256 to match up with bazel's move. Sorry for the extra lifting required, looks like you're off to a good start!
