I was following this tutorial from Microsoft docs about Terraform deployment in Azure App Service Slots.

After Iinking the fork, authorizing and selecting branch it triggers the GitHub Action, however this one fails in the build.

Inspecting the code I saw the commits says WIP so I don't know if this is finished.

There are important files that Microsoft projects should all have that are not present in this repository. A pull request has been opened to add the missing file(s). When the pr is merged this issue will be closed automatically.
