TestVm deployment fails with LogAnalytics VM extension error

TestVm deployment fails with message:

The resource write operation failed to complete successfully, because it reached terminal provisioning state 'Failed'. (Code: ResourceDeploymentFailure, Target: /subscriptions/1abfbeac-487e-48e0-afcd-dacc4168859b/resourceGroups/SemXdmRG/providers/Microsoft.Compute/virtualMachines/SemXdmJump/extensions/LogAnalytics)

Status of LogAnalytics VM extension after deploying the TestVm:

Also, informational message displays in the Azure Portal Virtual Machine panel:

The Log Analytics agents (OMS/MMA) will reach end of support by August 2024. Azure Monitor agent is the recommended replacement

Expected/desired behavior

deployment without errors

Diagnostic settings does not support retention for new diagnostic settings.

Deploying resources to UK-South I get the error:
Diagnostic settings does not support retention for new diagnostic settings.

I am able to resolve this by commenting out sections of bicep templates that set retentionPolicy on logs and metrics for retentionPolicy.days.
