Install fails: "Package osiconic was not found in the pkg-config search path" because stage directory isn't in PKG_CONFIG_PATH

It is trying to find its own .pc file but fails to prepend the stage directory.

pkg-config .pc file is not installed

pc file should also install. Right now configure script just creates it in the directory it is called. it should install to prefix/lib/pkgconfig directory like COIN-OR projects do.
