Correct, linter
dedupes messages based on a unique key generated from the contents. Since the contents are the same, the second message is ignored.

This issue is being tracked on RedCoolBeans/dockerlint#48
dockerlint is generating multiple error messages for the same error. Although this issue breaks the tests, it seems that it does not interfere with the behavior of the linter. The user still see just a single error message.
