Make kvaser-drivers-dkms available on ARM processors.
Originally requested: astuff/astuff_sensor_msgs#67

Allow choosing a release tag to build, instead of always building master.
Make any required changes so that scripts can be used inside a docker container.
Add a script for installing dependencies.
Other small cleanups and improvements are also needed.

Something seems to have broken with the latest updates to linuxcan, PCIE cards no longer work.
Maybe some changes are needed in how it is packaged up.

After installing, PCIE drivers seem non-existant:

$ sudo modprobe pcican
modprobe: FATAL: Module pcican not found in directory /lib/modules/5.4.0-74-generic
$ sudo modprobe pciefd
modprobe: FATAL: Module pciefd not found in directory /lib/modules/5.4.0-74-generic

Will post the error log later when I get a chance.

Instead of using linuxcan.tar.gz downloaded from Kvaser's website, have the process involve uploading the new version to the repo that AS created above to mirror their downloads.
