Update Repository With Pennylane Guides And Tutorials

As of now the repo contains resources for Qiskit, Azure/Q#. Since I have decided to start with QML, it is important to update the repo with resources from the most widely used QML Library Pennylane.

Convert the current main repo readme from list form to table format

The current repo readme takes up lots of space and seems difficult to navigate for people in a hurry. Need to convert the existing readme and tabulate the content so it is quick, intuitive and easy to navigate within the huge repository.

Start With Quantum Machine Learning Resources And Personal Learnings

To start with the year 2021, I wish to update this repository with Quantum Machine Learning Resources. I shall be spending time this year taking up courses and making notes and preparing code files, notebooks and projects. Contributions and suggestions are welcome!
