I would suggest we simply do it in such a way that there is always one empty channel. If someone wants to join their own they join this empty one. When that happens, the bot creates yet another voice channel. When people leave we remove all but one empty channel.
Things to consider:

• Limit?
• really "create" voice channels or just show and hide existing ones? (api rate limits for creating?)
