After I upload it, no matter what I choose public or private video becomes useless any way

If I choose public the video goes on locked automatically:

Private (locked)

and if I choose private and turn it to public when uploading is done it also gets locked too:

I runned the colab note book as you said in the description. Followed all steps but there is no video uploaded and no error also
