missing LICENSE file

Thanks for creating this project! Pretty cool. Could you add a top level license file for this project? I see it in your other AltBeacon repos, but it is missing in this one.

Cannot start BeaconTransmitter

Whenever I start the BeaconTransmitter, it immediately crashes with error:

An unhandled exception of type 'System.NullReferenceException' occurred in System.Private.CoreLib.dll
Object reference not set to an instance of an object.

Please fix this issue.

MAC address type configuration when transmitting iBeacon?

I'm wondering if this library (or the native Windows OS APIs) offer any support for setting which type of BLE MAC transmission (associated to the Windows computer) is used for like case of emitting iBeacons:

  • private random resolvable address
  • private random nonresolvable address
  • static random address
  • public address

or is it fixed to whatever the OS BLE stack is preset to?

This is in reference/regards to detecting the MAC address of the iBeacon transmission with an app (or similar endpoint/sniffer) as https://play.google.com/store/apps/details?id=com.ideasave.mobilebeaconer, in addition to detecting the UUID and major, minor.

Logger

Hey @davidgyoung,

Like I mentioned in #1, LogManager is not implemented. I am planing to implement it first and NLog is different than Android Logger. Even, I think there is no need for an additional LogManager since NLog is configurable by its conf file. What do you think about it ? Should I do it in NLog way or same as Android ?
