If you want to update the data being transmitted by the beacon itself you'll usually need to use the SDK provided by the beacon vendor. What beacons are you currently using?

I'm using Kontakt.io's beacons and they currently provide only an iOS SDK. Do you know of some vendor-agnostic library for Android that would allow me to do this?

Unfortunately, there is no standard way to set beacon identifiers. Each vendor has their own proprietary technique, so you need to contact the vendor. If you are looking for AltBeacon-compatible hardware, Radius Networks provides RadBeacon USB models that have fully configurable identifiers.
