The resolver should ask during installation turn on new language or not?

In case MODX 2+, it will require changing system setting for the whole system. It probably makes sense also ask where to add a setting (context, user level, role level etc.).

We need to provide explicit documentation about it.

Setup minimal builder, that provides resolver for files with new translations.

Need to build the package, make a release, and publish it in the official MODX Repository.

Not sure if it should be released for each MODX version. Probably not.

Need to use converter on the Python via command line, probably use code-generation.
The script should be able to grab strings from any version of MODX.
