Makes the clouds render further out.
This codebase is really simple, its just 2 files. now allows
customizations of how far clouds render relative to the chunk render distance, and only affects cloud rendering.

I always felt like clouds render too low but the mods that raise them cause an odd cut-off cause of the viewing angle, this would fix that perfectly.

The extra clouds render when I am underwater, even in an underground water cave. Most of them disappear slowly a few seconds after entering the water, but some stay. Tested in 1.20 version.
When you first dive into water in minecraft, a fog effect occurs and slowly reduces (improving vision). At that starting point some far away clouds are bugged as seen above.
Though after a while it clears up as the water fog clears up.
Issue may be caused in conjunction with FPS culling mods; list of installed mods:
Pretty simple incompatibility but I figured I'd document it - extended clouds and distant horizons are both meant to give an impression of a larger rendered world, but of course the depth information thats... somewhere, isn't able to be used by extended clouds without a tergeted patch (I imagine).
Here's an example without extended clouds:
It's notable that cloud distance looks even shorter using distant horizons than vanilla, because more terrain is rendered than clouds - so It'd have quite a visual impact to resolve the conflict.
