the second completion of any one city plan should not prompt reshuffle

It may be technically advantageous to intentionally skip your turn if you want to end the game early, which we shouldnt let you do

We could...

1. Extract out the findBuildableColumns from the useHighlightedLocations hook
2. Create a new useHasValidMoves hook that calls findBuildableColumns for each card value
3. Use this to power the skip turn button

Would help decision making if you could see what the upcoming modifiers are

you technically can fill out every single real estate spot if the deck reshuffles

would be nice to be able to see the last move every player just made on the board, can just store last move in player state

you can end up in a state where:

• A player polls forever
• If they refresh the browser, they are prompted to re-take their turn (even though the board state still has their previous turn already played)

maybe a race condition on writing to game state ? lol
