This will allow user to be notified of a new draw, date and prize.

Implementation

subscription feature

when user hits /subscribe, we should save the chat id.

alert feature

Every morning 8am, we should fetch the next draw.
Check if the records in a database for a draw of the same date.
if it does not exist, then we save this new draw.
upon success of saving the new draw, we fire a send a message informing of all our subscribers of the new draw.
