Need to update the version of mdTranslator used by the rails application from 2.18.1 to 2.18.2

The dependabots have been paused because they're not being used. All the libraries need to updated/upgraded so the rails app is on all the latest releases.

Should default to auto if not present.

Set develop branch as default.
Configure protections for develop and master branches.

It's time to code the RESTful API for our hosted mdTranslator. Here's a first pass at defining our API. Please contribute your thoughts.

GET:
http://...someplace.../api/v1 # returns documentation on version 1 API

jsonValidation = [none, json, strict]
showEmpty = [true, false]
I placed the reader and writer as segments, which may not be strictly RESTful, but because the options list may vary with type of reader and writer. E,g, jsonValidation only applies if input is JSON and showEmpty only applies if write returns XML.

FGDC writer is not listed.

Make it easier to use the API in browsers that have CORS support. See rack-cors repo for details.

In the writers dropdown, add 'Simple HTML' as an option.

With the addition of the DCAT-US writer for mdTranslator, the UI needs an option to use it in the writers' dropdown menu.
