Increase max tax for USA

5% is far too low for income tax, this causes the US to never be able to raise enough money to achieve solvency in the game. Increasing it to 10% (and giving the AI an addition +10% modifier)

Despite more closely resembling that one time in the 1840's when over half of the US's states declared bankruptcy (s/o Bank of England), I don't think the US was declaring bankruptcy all the way into the early 20th century.

Incorporate HPM v3.6.1

Incorporate new events, national foci, and whatever else was added in HPM v0.3.6.1, without breaking backwards compatibility

Make inventions more likely to fire if already invented

Technologies spread in an odd manner. Countries which border each other are probably more likely to see their technologies spread to each other, rather than each country completely independently inventing them. To simulate this, countries should be given bonuses to inventing things if a neighboring country has already invented it.

This would probably have to be done through a script and added as a modifier for each invention, but the general idea might look something like this:

Remove Duplicate Localizations

There are a ton of localizations files, and many of them have values that just get overridden by another file. This is a waste of space and adds size to the mod and time to the (already long) loading time.

Remove all duplicates, leaving only the one that actually shows up in the game.

Reduce International Isolation, No More War combined effect

If you break the infamy a lot, you will eventually get the International Isolation modifier which will give you +0.9 war exhaustion per month, which reduces you to 1/10th of the normal reduction when at peace.

However, during the infamy wars, it's very common for the No More War modifier to pop up as well, which gives +0.3 war exhaustion per month.

If you have both, you'll get +1.2 war exhaustion/month. If you aren't at war, you'll get a -1.0 war exhaustion, so you'll be gaining +0.2 war exhaustion/month even when at peace.

They should maybe have an additional triggered modifier that brings you down to just -0.05 war exhaustion/month.

Add events for moving Texas' Capital & Renaming provinces

In October 1836 Columbia (now West Columbia, TX) was designated as the capital of the first elected government of the newly formed Republic of Texas; however, it was shortly changed to Houston in 1837. In 1839, Mirabeau B. Lamar was elected as the Second President (as presidents could not serve consecutive terms), and, because he hated Houston, moved it to Waterloo, renaming the city to Austin in remembrance of Stephen F. Austin, the "Father of Texas". When Houston was re-elected in 1841, he kept the capital in Austin, saying it was more central to the Republic.

To reflect this history:

  • Houston should start named Columbia
  • Austin should start named Waterloo
  • After winning independence, rename Columbia to Houston via event (also gives prestige)
  • Two years later, if the Liberal Party is still in power, then get an event which:
    • If chosen, renamed Waterloo to Austin, Austin is the new capital. Small prestige gain.
    • If refused. Small prestige loss.
  • Two years later, if the Liberal Party is still in power, (and capital is Austin) then there's an event which:
    • If refused (something about "the spokes of a wheel"), a small prestige gain
    • If chosen, a small prestige gain as well

Assimilation National Focus

National focus for assimilating a state into your nation's culture.

Focus could look like:

  • +7.5% immigration attraction*
  • +15% assimilation rate

*Immigration attraction used to pull in people of an accepted culture

Tool to port old saves

Should anything break compatibility with old saves (e.g. #2 or #7), create a tool for porting saves over to the new version.

CB to give states to puppet states

Similar to the "free allied cores" cb, let a country give their puppet states an adjacent state.

Conditions:

  • Some country:
    • Must be a vassal of us

Available countries:

  • Any country:
    • Is vassal of us

Available states:

  • Any neighboring province must:
    • be owned by said vassal state

Improve the hotfix of annexing player countries

Previously, on commit 6862388, players could not longer be annexed by A.I. countries.

This should be improved to give the player the option of switching to the provided country. Many events like this already exist, so that format should be followed, if possible.

Move text beneath flags

Currently the in-game messages are written over part of the flag section. Move the text down so that the scores are not hidden from the player.

More padding on flag frames

Currently frames touch the sides of the UI, which is kinda ugly.

Allow for a pixel or two of empty space between the edge of the screen or the edge of the UI, either by resizing the UI, making the flag frames a few pixels smaller width-wise, or repositioning the flags in the UI elements.

Split up swiss culture

The swiss culture is too specific for the scale of the game. The cultures should be split up into South German, North Italian, and French (or Occitanian, if applicable, research would have to be done here).

Switzerland will get all three cultures as accepted. In the event of a rouge Switzerland (or Neuchatel, if you're like me (and make your friends do everything for you)) they will, however, be very overpowered with all the accepted cultures.

Buff the Gold Rush modifier

In real life, gold rushes attracted thousands upon thousands of immigrants in search of money. In Victoria 2, they don't do it to anything near the same extent. California will be left mostly empty in many games, despite having gold rushes.

Simply increase the immigrant attraction a lot, as well as the local life rating while the modifier is in place.

Heads of State & Heads of Government

When elections finish, a new leader modifier should be chosen and the old one removed.

The lack of any heads of state and their effects on the country they head is rather concerning for a game that is so in-depth everywhere else (well, except the economy).

Heads of State

In republic:

  • Head of State is the elected ruling party
  • Modifiers for the head of state is assigned during the election cycle.
  • Small chance of the Head of State being able to be impeached/removed and another one installed, yielding different modifiers.

In ((semi) constitutional) monarchy:

  • Head of State is the monarch
  • Modifier lasts "indefinitely"
  • Event will eventually remove the monarch after about 20 years due to death
    • Succession should easily be solved; however, small chance it could send country into disarray if none could be found
  • High militancy & rebel control over a territory could kill the monarch
    • Opens the door to perhaps sending them into a republic?

In ************s:

  • Head of State is the dictator
  • Modifier lasts "indefinitely"
  • Event will eventually remove the despot after about 50 years via death
    • Sends country into potential collapse
  • Event could replace the despot under high militancy or high consciousness

Heads of Government

In republic / constitutional monarchy:

  • Head of Government is a prime minister
    • Sorry, USA, you're kinda the odd-one-out here actually.
  • Small chance of the prime minister being replaced with a different one.

In (semi constitutional) monarchy:

  • Head of Government is the prime minister
  • Same as Head of State

In ************s:

  • Head of Government is the dictator
  • Same as Head of State

Discriminatory Tax System modifier

Similar to the discriminatory school system modifier, there should be a discriminatory tax system modifier available via event under certain circumstances.

Event

Province event:
Triggers:

  • pop majority not primary nor accepted culture
  • province isn't a colony
  • owner:
    • is civilized
    • doesn't have reform "all allowed rights" selected
    • doesn't already have "discriminatory tax system" modifier
  • province is controlled by the owner

MTTH:

  • 600 months
  • increased probability with high consciousness and militancy
  • increased probability before inventing nationalism and imperialism

Options:

  • Option 1:
    • Get 2% of daily tax income
    • Get the discriminatory tax system modifier
  • Option 2:
    • increased consciousness amongst unaccepted cultures in the state.

Modifier

-2% tax efficiency
