Following issue sot/ska-projects/issues/126, change documentation theme to use our own (based on astropy) and migrate to gh-pages.

While running the dea_check tool on past data, I got the following error.

These data contain a safing action. @Gregg140 reported this same issue and error to me today when running this same load in the acisfp_check tool.
