Paper 1.16.3 (207) says

each time when the first (since the server started) user joins.
Anyway it looks like this message is not followed by visible problems for the user.

It could be like
only-for-registered-users: true
or
new-registrations: false
or something like that.
For example, I need small "offline mode")) server for several friends and their friends. So I tell them to registered, and stop registration after awhile: we don't need newcomers then.
