Think how to debianize/ubuntu-ize it properly

#4 is a good first start. However, I would like to see it done in a generic way, so that:

  1. we have a debian / ubuntu package which may be installed via apt-get ...
  2. we have clear non-interference with existing firewall rules
  3. the rules also work when docker is installed
  4. there is a simple CLI support for systemd which can enable / disable the country blocking
  5. man pages + documentation
