A binary (with offset regulation) load balance.

./binaryLoadBalance <N_RANGES> [0 - <OPENED_END>[ <OFFSET ( [0.0 - 2.0] where 1.0=50% )>

./binaryLoadBalance 8 5000 1.2
1 range: [0 - 3000[                     (total of elements: 3000)
