On a timer, the bot should look for new proposals in a configured protocol. Proposals should be sent to chat when they are available.

User should be able to look up an ENS or ethereum address

Attempt to register the bot with server. If it fails with some error then try to login instead. Should add a 'registered' field to the context file

• room list should be used to join when the bot starts
• if kicked from a room, it should not be rejoined

Choose provider by adding API keys to the environment

Make all the errors look the same by using a utility function. Replace any throws with the new function
