That's close to what happens :)
It could also help understand the LOD version, which only has a few different steps in visibility detection, the rest is just the same with different inputs and actual use of the lod parameter.
Also, not sure if it's worth mentionning but those two threads can actually be more than one. For example, the LOD terrain defaults to 2 meshing threads (not sure why the other one was left to 1). It should be configurable some day, for now that setting requires great care with which streams and meshers are involved. But overall this chart is a good overview.
