Could you try setting your bindhost to 0.0.0.0? This forces znc to use ipv4 and ignore ipv6.

adding BindHost = 0.0.0.0 to the "user" section of the config file seems to have solved that problem.
does the issue only happen when setting up ZNC with IPV6 support then ?
