Several commits are moving along these lines, starting with a72a92a. This issue will be closed when all of the Exhibit 2 third-party mapping services can be brought in to work with Exhibit 3.0.

What remains in my list is updating OpenLayers and finding a default map provider - probably MapQuest - and switching from the MSN Virtual Earth API to the Bing Maps API (which regressively now requires a key). There's a big nice to have around bundling each service's related code so only that bundle is loaded, instead of loading everything when bundled. Some testing would be great, too.

Per 62d23c2, OpenLayers and Virtual Earth have not been updated and are unlikely to be for the 3.0 release.
