On reflection, I don't think hash/maphash is a good candidate for set hashing in cty.
That package was designed to intentionally vary its results between runs of the same program in order to avoid callers depending on its current implementation. cty on the other hand wants to perform set iteration in a consistent order between runs at least with the same version of cty. Callers such as HashiCorp Terraform are effectively also applying an additional constraint that the set iteration order must now never change even in future versions, which is unfortunate but at this time not a big enough deal to be worth fighting it given that HashiCorp Terraform is probably the most significant user of this library.
