This is intentional. If a construction has been completed, OSM data should be updated. Afterward, you can simply use the Reload button to fetch the latest changes. However, if, for some reason, this is a valid case, please let me know the reasoning behind it.

Technically it's not a valid case but if it's mapped like that it should probably be shown.

The reason for opening that issue is that the line will be running in September (assuming the construction works go as planned). If I map the line in September, it won't show on any app until at least October.

I think the best way moving forward with this would be to introduce some sort of toggle, as by default it's a lot more convenient not to consider highway=construction ways. The case of pre-defining bus routes is a very specific use case which won't apply to all. As a temporary measure I can only suggest editing the bus route the same day, or shortly after the construction status change. This way the end user won't notice a significant difference.
