My current workaround:

public function rules(): array
{
    return [
        'recipient' => [empty($this->getAttributeValue('recipient')) ? new Callback(function () {
            $result = new Result();
            return $result;
        }) : (new Email())->checkDNS(true)->enableIDN(true)],
    ];
}

There must be an easier way!

There is an easier way:

    ];
}
