A setting to toggle Motion smoothing on desktop would be great too
As well as reorganizing the whole Options tab into multiple sub-tabs, decluttering the whole thing and potentially adding search

Some graphic related settings can be set using Command line arguments. Several of the Unity Standalone Player ones work.
As example -monitor N to have the game start on a specified monitor instead of the default
-screen-fullscreen 0 override fullscreen to start in windowed mode
-screen-height and -screen-width can be used to manually set the resolution the game runs in.

This is something that is dependent on the settings menu rework (#584), which is currently being worked on, @InconsolableCellist.
