you should extract it in /opt/ and then symlink /opt/gcc-arm-none-eabi-7-2018-q2-update to /opt/gnuarm

You can try downloading this, extract the bz2 file, rename the folder to gnuarm, and copy to /opt:

You need to move the files in the correct directories of the system. The folders in the tar.bz2 resemble the target directories.
