Command: Weather (rewrite) about nerdbot HOT 4 OPEN

@matthewjdegarmo Now that I have the restructure in place, I am going to go ahead and assign this to you.

We are simply just creating a new file, which will follow the pattern established by the Roll command, and just recreating the existing (old) command.

This is still unresolved. A new PR needs to address the following:

• Add import requests to the weather cog file
• Set the environment variable in the __init__ function of the class
