I have not tested non-root docker~
from docker-cobbler.

Can you try to execute the following commands and provide the output?
docker exec -it {container name} bashcobbler check
from docker-cobbler.

Rocky was on root mode.
cobblerd does not appear to be running/accessible: ConnectionRefusedError(111, 'Connection refused')
