As far as I know, when the text to be quoted itself contains italicized words, the classical method consists in bringing out these words by returning to the ordinary character.

That is one way, but sort of defeats the purpose of quoting a source. There is no need for the default to be italic, and it looks so much better when it is not, and there is no need to try to style nested <em>
differently. What if it's a quote of a quote?
Blockquotes already have other distinguishing styles. They do not need italics.

This is a bug actually. Default block quotes are not supposed to be italic. They're intended to match the default blockquote style you'd see in Gutenberg:

When we address this, we should also be sure that the citation is styled like it would be in Gutenberg. Currently, it's fairly large:
