I am also facing this issue. JBehave Syntax support also fails to initialise and not able to go to the definition of the steps.

JBehave Support Plugin - 1.53
JBehave Syntax support -1.6.2
For me JBehave Syntax support was working before. JBehave Support Plugin was not at all working.
I have just enabled IntelliJBehave Plugin now, which does not support to traverse into definition.

Version 1.54a has been released to work with 2021.1 and up.
Thus closing this issue. Please create a new issue if the problem still persists.
