Is the file being loaded from local disk or from an http/s URL? Hard to say exactly, but seems like a file permissions issue. What OS are you running on also? Can you try in the ReplayWeb.page Desktop App if you're using the web version?

Have run into the same issue. Both desktop app & replayweb.page. Both local & windows network storage. However:
file is '90' pages (all with same URI, cdx contains > 20000 URI) and 5GB (contains mp3/mp4 mediafiles)
created with archiveweb.page (as Browsertrix did a nice preview but didn't detect the <a > on the pages)
when exporting all 90 pages to wacz > error
when exporting 2 portions to wacz > no problem
using wacz create to merge 2 warc exports > error
replayweb.page > error message
desktop app > no error message (reload doesn't trigger a reload)
opening older 48GB 300k pages wacz (made with wacz create) > no problem
from replayweb.page.
